Possibilities may include a cyst, thrombosed vein,
penileCancer - penis plaque or infection. Cancer is also possible. Without examination, it would be difficult to tell.
The next step would be a referral to a urologist. An ultrasound can be considered to further evaluate the lesion. If the diagnosis continues to be unclear, a biopsy would be the definitive test. The treatment and prognosis of this would depend on what is found.
