Penis Injury/Lump

  A week ago, after sex, I noticed a swelling or lump just below the head
  of my penis.  The lump was soft to the touch (although there was some tubulor mass
  that you could feel) and it extended half way around the penis.  It does not hurt and
  there was no discoloration.  I waited a day and then consulted my general doctor.  He seemed
  perplexed and thought that it could be some type of growth, but that
  I had not damaged anything substantial.  He suggested that we wait a week or so,
  and see if the swelling goes down and it would dissappear.  He said if
  it did not, that he would take a sample of the material with a needle
  to see what it is.
  Well, after four days, the lump was gone.  So, my wife and I had careful sex
  (to see if everything was still working properly), and the next morning it was back again.  
  Did I not give it enough time to heal?  
  My question is, first what could this be?  
  Second, Is What my general physician suggests
  as a course of action correct? I am not to happy with the idea of needles being put
  into that part of my body.  
  Third, Should I go consult a urologist?  (Also, what should
  I do if this thing goes away before I see the urologist).
  Any answers would be greatly appreciated,
