Hormones generally affect the characteristics of the genitalia. Men have both estrogenHormone replacement therapy and androgens, with the latter being the more dominant. Alcohol can damage the liver and a damaged liver would favor increasing estrogenHormone replacement therapy levels, and hence can theoretically cause underdevelopment.
Such a scenario however is unlikely without other problems due to a diseased liver. Hence, while it is within the range of the possible, it is improbable.
