Radial head injury of the penis. If you cannot retract the skin completely this is a problem known as phimosis. What I have seen in the clinic is that as patients age, they tend to put on some extra weight and this causes the suprapubic and penile shaft skin to advance over the underlying penile tissues. This occurs to varying degrees and can ultimately bury the penis. If your having any difficulty urinating or having recurrent infections you should see a urologist in the office.
In regards to your other question, often times people have a periodic burning or irritative sensation after ejaculation. I do not have the benefit of examining your penis, so it is difficult to comment on the size of the meatus (opening at the head) or the appearance of the shaft. An obstruction such as meatal stenosis(small opening), urethral stricture(narrowing inside the penis), or enlarged prostate could all cause these symptoms your having. A stricture could be causes by a history of trauma or a sexually transmitted disease, particularly gonorrhea.
Prostatitis or an infection of the prostate gland may also cause similar symptoms such as fever,malaise, or lower back and bottom pain. You may also have burning when you urinate.
