Phimosis and possible balanitis infection

I am 100% positive I have phimosis because when once my foreskin was fully retractable it is now hindered by a white ring around the top of the foreskin. I am not sure if I have balanitis, but at times I see red bumps around the penis head and was wondering if they were a form of balanitis, or actually balanitis. I have no health insurance and I don't foresee receiving health insurance anytime soon. I've researched my options and they are all extremely costly. I have no idea as to what direction I should go in and I was wondering, even though I know this is a shot in the dark, if I could find any kind of cheap steroid cream without having to get a passport and head to Mexico. Thank you. Any help would be greatly appreciated.
