Question on redness/dryness etc... at tip of penis

Hello,
I am a 19 year old male, circumsized, and not currently sexually active. For the past few weeks/month the tip of my penis has been red and is somewhat irritating. There is however no pain when peeing or any in general and there is no discharge or anything of that nature. One problem is my stream isn't easy to aim, and what i've read it could be because of the swollen glands at head of penis. I am currently about to finish up my cycle of "Accutane" prescribed by my derm in a few weeks if that could have any effect for this. My last vist ( about a week ago ) to my derm I mentioned this and he gave me a topical cream which did nothing I am still waiting for him to call me back again... I also have been getting blood work which is perfectly fine and had a urine test done which came back negative.

From looking up on these forums and the internet I saw something called Balanitis, which had some of the symptoms I have, and is a possibility in my mind. I am still going to call a urologist and consult back with my derm but wanted some hopefully quicker advice.

If What I have seems to be along those lines, how do i go about seeing with my doctor if that is it???

I forgot to add one more thing. When I did masturbate after the tip was much more irritated and red. For the past few weeks I have refrained from masturbating, but isn't doing much. ( And I'll say its damn hard not to, no pun intended )
