I ended up going to the doctor the day after I posted, he then gave me some
antibiotics for an infection in the epididimus.  I had a Vascular Ultra-sound
and doppler done yesterday (29-Sept) that showed a enlarge blood vessel on the
right testie, which could explain the discomfort.  However, I have had no explaination
in regards to the assention, as I have always had, roughly anyway, both at the
same hieght.  But I do have another appointment in about 3 weeks, for a
general checkup on the situation.

I dont have the benefit of an exam but it sounds like the testicle is in the scrotum.  The left testis usually hangs a bit lower than the right.  You are probably normal, but to be sure you could ask your family doctor.  He or she could evaluate the testis and determine if it is retractile(The muscles you were talking about), undescended, or normal which would relieve your concern.  At this time, your family doctor could decide if a referral to a urologist was necessary.
