I am a 32 year old male in good health. I have had a curved penis since birth which bends both left and downward. It is approximately seven inches in length when erect. The curvature makes intercourse difficult and increases sensation which can cause premature ejaculation in some positions. I would like to know primarily if the left curvature can be corrected as it seems to be the greatest cause of discomfort. What is the procedure for correcting this? will I lose length and will there be noticeable scar tissue? what are the side effects of surgery?
what is the chance of sexual dysfunction?

You should consult a urologist. A "Nesbit procedure" or modifications of it is used to correct curvature and apparently the results are quite good. Then again, ask your urologist and he should be able to tell you about the side effects and the risk of length loss.
