developed pubic hair when I was about 13, but puberty seems to have

my question is this dr. im 21 years old im 6-0 210 i went through puberty at age 16 i have pubic hair deep voice i got taller all the normal sighns of puberty however i have had very little groth in the area of my testicles and penis my penis is about 1 inch in lenth and about the thickness of a roll of nickles , hard about 3 inch and thickness the size of a roll of quarters my testicles are very small for my age about the size of grapes now i know im not going through some man pebis envy thing i worked in a hospital surgery room for 2 years and have seen many different sizes and shapes but none as small as me for my age im about the size of an average 12or 13 year old what kind of doctor do i see ped or adult who in broward county florida if you know anyone and is there any doctors that specialize in this endocronologist or urologist and how do i make an appointment for that very embarrissing subject please help
