I too have been diagnosed with prostatitis and have also experienced a kind of chapped irritated skin in certain places on my penis.  Until I read your post, I hadn't thought about any connection.  The "chapped" areas for me are more visible and sensitive when erect, although the irritation seems to be there at all times.  I've not said anything to my doctor about this, but will certainly mention it at my next visit.
