What you describe is a
commonCommon cold finding called pearly
penileCancer - penis papules, and found in 30% of men. They are most commonly seen in young males, uncircumcised persons, and individuals of African-American descent. They are essentially lined closely to each other over the edge of the corona (

Head injury
Head lice
Indications of head injury
Radial head injury of the penis). They are benign, and do not warrant treatment.
They can be confused with verruca (genital warts), but look different from genital warts under the microscope (histologically different). If you are concerned, you may want to show them to your physician.
