Recurrent LUTS after 3 Bladder neck dilatation

My dad is 70 years old and he had 3 cystoscopy + 3 bladder neck dilatations in the past 6 months. The doctor found fibrous scarring at the bladder neck with a small lumen (Diagnosis: Bladder neck stenosis each time) and it was dilated serially with urethral S-dilators to 20F. He suggest to keep self dilatation using a fine plastic tube for 1 month to avoid bladder neck reclosed. However, he feel that the urine flow is start to slow down again. Is there a permanent procedure or medication to stop this? He really don't want to do another bladder neck dilatation again. I have heard about Laser prostatectomy, is it right for him ? Thank you.
