STDs need to be ruled out. A urine test can be considered to evaluate for gonorrhea and chlamydia.
I would also consider a smear, culture, or blood test to rule out herpes. A rectal exam can evaluate the prostate for possible infection.
Blood tests should also be done to evaluate for HIV and syphillis as well.
If the symptoms continue, a referral to a urologist or dermatologist can be considered.
