Skin Tearing/Scabbing

I am 19 years old. And for about 3 years now the skin right below the head of my penis seems to keep tearing slightly and scabbing up and then healing, im not sure why this happens all the time, but it cause discomfort mainly in the mornings when i wake up with an erection and the healing tear ends up tearing again. Does this mean my penis is still growing? or does it mean i jerk off too much, i usually jerk off once a day, but i stop when this sort of thing happens. I am not sexually active, and am still a virgin. Please give me a little insight.

Also the tearing is not on the underside of my penis, its right on the side, just right under the penis head. it sometimes, like right now, tears a little right in the crevice where the penis head connects to the rest of the penis which is uncomfortable.
