I just noticed today that I have a swollen vein or artery just under the head of the penis. It is about half and inch long and runs horizontal under the head. I wasn't erect when I noticed this. It feels hard like a piece of wire or tubing under the skin. It is giving a slight burning sensation. Allergic reaction to anything? A bit scary! I'm having no problem urinating.

Tough to say without examination - but one consideration would be Mondor's disease, which is a thrombophlebitis of the penile veins.
Typical treatment can be done with anti-inflammatories. If the symptoms persist, surgery to remove the vein can be considered.
You can consider an ultrasound of the affected area if the diagnosis is in question.
