"Thin" skin on the underside of the penis shaft.

Okay, so I've had this issue for a while now and I haven't always had it. On the underside of my penis shaft, the skin is red and appears to be thinner than the rest of the skin on my penis. It's also slightly rough and sore feeling when I rub it.

I'm not sure what it is, any thoughts?

Hmm, I really doubt that. I just googled image genital herpes and what I have looks NOTHING like the pictures. I have nothing resembling cold sores.
