It is a connective tissue disorder involving the growth of fibrous plaques in the soft tissue of the penis. The disease starts as a small bump or constriction on the shaft of the penis below the skin and then consequently curving of the erect penis occurs.
Treatment is by medicines and surgical intervention.
I sincerely suggest you to consult a urologist and get this possibility evaluated.

Really glad that you respond to my doubts.
I did went for urologist for advise. They suspect dead cell on my penis right side that causes this twisting.(is it the same as what you suspected?). They suggest me to stitch on my right side to balance it back But the length and sensitivity of my penis will be reduced. Now I have no problem having sex. When erect, its still straight but twisted and sometimes i feel that my seamen contain large portion of urine with it. Urinating is never smooth. Most of the time i experiences leakage which i assume is also cause by the twist. I suspect 2 different possible cause to it- (1) some vein is pulling the penis (2) muscle in the penis is not connected accurately. 8 years ago, i remember when erect, my penis did look normal but after about 2 weeks it went back to twisted status again.
15-20 degree bent is absolutely normal for a penis.Nothing has to be done. Every penis is bit bent and a slight bend is normal.
