smegma is a natural occurrence, and does not lead to penile cancer! it will be discharged naturally or can be easily wiped away once the foreskin begins to easily retract.
The foreskin may not fully retract in some males until the end of puberty. In some boys this age is 20+ years. If it still does not retract after the end of puberty, then steroid creams can be prescribed.
Also soap on the glans can be very irritating. Very mild soap is recommended.
Please do your boys a favor and leave their penises alone.
Your younger son might have to grow some more for the foreskin to separate.
Even some boys in their puberty still have some adhesions between the glans and foreskin. Most of that will come loose either through masterbation (masturbation) or sexual contact as they become adults and are married hopefully.
Too many doctors seem to think that circumcision cures all, this is not the case.
I don't think that you nine year old would be to thrilled to have a circumcision at his age. It will ost likely be traumatic and even pose questions from his peers. Leave their penises alone unless you notice some definite problems.
Also in the case of the 9 year old, the seperation of the foreskin might cause some discomfort. This could be the case when your son retracts the foreskin more than where the skin is still attached to the glans. It is very likely that this will cause some discomfort. The discomfort is very short lived.
I have a 12 y/o and 10 y/o son. Both not circumcised. The foreskin of my 10 y/o can be pushed back so that the entire head (glans) is completely exposed. His foreskin will stay back but my doctor sugggested that I pull the foreskin foreward over the glans after cleaning. (He gets fidgety when I touch his glans and foreskin). My 12 y/o, hoiwever, has a much longer and tighter foreskin extending well beyond the tip of the glans. It was suggested that I have his foreskin circumcised. My doctor recommended a dilation procedure of his foreskin. He started with two injections of a nerve block into my son's penis. After his penis and foreskin were numb the doctor inserted a probe into the tip of his foreskin, slid it back about 1 1/2 inch under the foreskin, and worked the probe all the way around the glans to loosen the foreskin. He then inserted a hemostat under my son's foreskin and then opened the hemostat stretching his foreskin. He pulled the hemostat out so that the foreskin was stretched the entire length. He performed this procedure several times until the foreskin was stretched sufficiently to slid back behind the glans. The doctor instructed me to retract my son's foreskin twice daily so that the foreskin does not form adhesions to the glans. My son won't pull his foreskin all the way back so I have to do it for him. He doesn't like me doing it but he know that it would be more painful to have his foreskin circumcised.
