Urethral Discharge Kind of Scared

So I am a 20 year old non-sexually active male. For the last couple of weeks I have noticed a slight discoloration of the urethral meatus towards the bottom of the opening. There is also off and on inflammation of the area due to irritations. Recently I went to talk to my GP and told him about the situation. I also explained that I had unfortunately nicked the tip of my penis a few years ago with my zipper. He explained that the discoloration was most likely scar tissue. He also said that if there was ever any kind of discharge that I should come back. My question is, how much discharge will there be if there is a problem? The reason I ask is because I noticed a stain or two on the boxers that I am currently wearing around that area. Not quite sure if it is just a little dribble from peeing or not. Any time I have looked down before peeing, I have never noticed any sort of discharge. Any sort of advice would be great.
P.S. I do not know if this helps at all but I do have a inguinal hernia that I am getting repaired in a few weeks.
