Dear
Those white bumps have created some interest of late! You are describing normal scrotal skin with some (what sounds to be) sebaceous cysts.
I realize that you find this an embarrassing subject to bring to your physician in person, but the only way that a definitive diagnosis can be made is to have these seen by an appropriate physician. We deal with these issues constantly.  A dermatologist or urologist should readily be able to help you.

  : Dear Glen
: Thanks for your questions and  most of all thanks for looking though the other postings first.
: As you know, we can not give a diagnosis over the internet, what if we were wrong?  !!
: You probably are right about them being benign because they have been there so long without change.  The only thing that concerns me about a diagnosis of a simple sebaceous gland, is the size.  5 mm is slightly large,  and maybe an inclusion cyst.  It is benign, but hopefully you see my point when I ask you to see a doctor to be sure.   You can go for a check-up and say “Oh by the way, what do you think about these doctor.” or  “ Do you think these spots under my eyes have anything to do with these down here? “   Your doctors has seen much worse and  will respect your patient confidentiality.   That is what he is there for, earning your trust is part of practicing medicine.
: More individualized care is available at the Henry Ford Hospital and its urban campuses by calling  (1 800 653 6568). We can also arrange local accommodations through this number if this is your need. Please bring any physicians’ notes and lab test results that you  may be able to obtain. These will help us greatly.

I just came to this site looking for information for myself and noticed
this posting sounds similiar to my own question.
I have had for a very long time, very small white pimples (they look like
pimples) under the skin on my scrotum. They are harder than pimples, but
about the same size as normal acne, very small, but sometimes they vary
in size and get slightly larger like pimples. Sometimes they can even
be squeezed like a pimple, but usually it is painful when squeezed, because
  they are hard.
They cause me no discomfort at all and don't seem to interfere with anything.
They are only on my scrotum, not on my penis or anywhere else. I haven't
noticed them under my eyes, but I'll check now!
I'm not sure if I should be concerned about these or not.
Like the previous poster, I usually only think about them once or twice
a year and then start worrying about them.
I've even had medical checkups since I noticed them, but I didn't think
to ask the doctor about them. Actually, I didn't think they were out of
the ordinary until recently. The doctors who have examined me in the past
didn't seem to notice anything unusual. These were military doctors who
give you a full checkup, including a testicular exam.
Well.. if you can tell me anything else about this I'd appreciate it.
