White bumps on penis

  I have noticed that there are three small white bumps just below
  the head of my penis.  Further down, are a few more bumps.  These
  bumps are not hard to the touch, but I cannot pop them either.  They
  do not hurt, itch, or cause any other discomfort, except fo the
  visual aspect of course.  I am 20 years old and have never had sex
  so I'm pretty sure it isn't an STD.  I did not notice the bumps
  until a few weeks after switching to boxer-briefs.  Since then I h
  have started wearing boxers again and have not masturbated in quite some
  time (at least 2 weeks), yet the bumps are still there.  I also
  wash my 'area' whenever I may have sweated there.  Do you know what
  these little bumps could be, and how I could get rid of them?

Dear JG,
   There is a known normal condition that has pearly penile papules usually only around the glands or head of the penis but your situation does not sound as if that is the cause.  It is, however, a good idea to be seen by a dermatologist or urologist for an evaluation.
