It would depend on what the cause of the lesion is. A folliculitis or herpes is not usually associated with an increased risk of penile cancer.
There are some cases of genital warts that may be associated with an increased risk. Have your physician examine the cause of the lesion would help in determining the possible risk of penile cancer.
A urologist or dermatologist referral can be considered.
Followup with your personal physician is essential.
