Yellow bump on opening of todddler penis

Hi Hope someone can help me, my son went to the pedi when he was 6 months old, when the dr retracted his penis( only  a little bit) there was this yellowish waxy bump on the tip of his penis. It is not on the side like a spegma pearl, it is allmost next to the opening of the penis.  It looks like a waxy yellow bump that cant drop away.   The pedi said it was fine. When he was 9 month i took him to a different pedi for something else and ask he must have a look. he said it looked a bit weird i must go to a urologist , she advice me it looks a bit abnormal and want to do a biopsy.  We got a second opinion from a different urologist which said it was fine, it is just some  spegma.  Now the research i did on the internet was that spegma can or me washed away or it is spegma pearl that is located in the side of the penis. He has one of those also on the side of this penis. So he has a spegma pearl on the side.

But I am just worried about this yellow, waxy bump on the tip of this penis.  You can see it.  it is not covered under skin, it is on top of the skin.

Thanks for the update!
Please do not retract the skin so often. It will definitely cause more harm than good. You have been to several doctors by now. Please do not worry. Things appear to be normal as the urologists said. Just let it be for the time being. Wait for some time. Then get it examined by an urologist again—say a month later. Please stop examining it your self. I understand you worry a lot, but this will in all probability a normal thing.
It is difficult to comment beyond this at this stage. Please let me know if there is any thing else and do keep me posted. Take care!

another question. I know they say you should not retract a infant penis, but i only do it sometimes to see if the bump is still there. If I do it he says it is sore.  Is that normal?  I am just worries something wrong. thanks for all the help

Thanks for the reply i do appreciate it.  So Sebaceous glands can be on the tip of the penis. On top of the skin. It is really difficult to explain how it looks. you can only see it if you  retract the penis( not forcing) and you can see the opening that you see this yellow bump/lump.  What i  have read and saw on internet the pearl was under the skin.

Like i have explained he has a spegma pearl on the side of his penis this one is under the skin as the photos that i have seen.  is this normal for a 20 month old toddler?

Sebaceous glands are yellow bumps on the penis and can present as yellow waxy bump. This can also be a pearly white papule (though this appears usually during teens).

i forgot to say he is 20 months now and it is still there. Urologist said it will be for long,
