I don't think your problem is related to cancer, usually bladder cancer presents with blood in the

cystoscopy and
urinalysisUrinalysis with cytology, the chances of you having bladder cancer would be very low. To completely rule-out the urinary tract for cancer, an upper tract study would also need to be completed.
The dripping can result for a swollen prostate gland, infection in the urethra or prostate or even a stricture(narrowing of the urethra). Your symptoms of irritation would persist if you had an infection of the urethra or prostate and require antibiotics for treatment. Since you had cystoscopy, a stricture would have been seen and is not likely to be the cause.
You may have an enlarged prostate gland that we call BPH of which terminal dribbling is a symptom. However, I cannot make a diagnosis over the internet because I would need to examine you and ask several more questions. If your symptoms persist enough that they cause you concern or difficulty in your everyday life, I would return to your urologist an be re-evaluated. Ask to have a IPSS score. They will most likely give you a questionnaire that will help determine if severe BPH is causing your symptoms.
