Tough to say without examination. Pustules and other
penileCancer - penis lesions can be suggestive of any type fo STD infection - swabbing them for culture, as well as obtaining urine for gonorrhea or chlamydia can be considered.
Regarding teh bulging veins - one consideration can be Mondor's disease, which is thromboplebitis of the penile veins. Normally, conservative measures such as NSAIDs are suggested, but you may want to consider an ultrasound if the symptoms don't improve. Other options can include surgery, and this can be discussed in conjunction with a urology referral.
