Is there any advice / solution to this recurring problem which has required cystoscopy/resections every 3 months for past year? I am also on intermittent hormone therapy as cancer was in lymph nodes at time of surgery.Psa has been in 0.90 area for past year.

Tough to say without examining your case. In cases of urethral stricture caused by calcification, you may want to consider the option of stents. Typically they have about an 80% success rate, and failures typically occur in those with extensive strictures caused by calcifications.
Another option can include skin flaps - which is a type of surgery that can be discussed with your urologist.
You may want to discuss these options with your personal physician.
