Complications for
circumcisions are rare and usually minor. They may include bleeding, infection, cutting the foreskin too short or too long, and improper healing.
In cases such as the one above, the skin would indeed grow back and there should be no deficit in future function. Of course, without seeing the lesion myself, it would be impossible to say for certainly that that would be the case.
If there is continuing concern, you may want to consider a second opinion to help alleviate your conerns.
