cuts on penis

well my boyfriend does wear cooton undergarments and washes it as well. he put that cream that doctor has given him everyday mainly. there supposed to refer his to a uroligist put for some reason the doctor keep postponing the appointments.they have given him the hydrocotisine cream as well.. but nothing seems to work.. it made are sex life go way down cuz during the intercourse is when he get the cuts? but why is his skin white below the head of penis?
