failed vasectomy, what next?

I had a vasectomy last November. After 3 samples all showing live motile sperm my doctor advises that the vasectomy failed. The doctor that did the procedure has since retired. I have gotten 2 Drs opinions on what to do next. 1. Exploratory surgery to determine what happened and redo the vasectomy. requires general anesthetic, a 3cm incision in the scrotum and costs me $3000.00 plus
2.  Redo the vasectomy using usual method, local anesthetic, costing $500.00

Anyone interested in providing some advice would be welcome
