I gave masturbation a go a couple times a couple weeks ago, but noticed that I was ever so slightly reiritating the skin that was healing from the

Urethritis, so I went back to waiting.
on to my issue/questions: earlier this week I masturbated again, and I didn't really think much of the fact that I had taken a pretty substantial lay off from activity with my penis. I went about things a little too vigorously and when i was done I noticed that I was a little red tender around the head (is glans the right term here?), but i didn't worry much, just called myself an idiot and made a mental note to ease back into things. the next day, I noticed that the skin on top of the shaft (is this foreskin even if I'm cirumcised?) right below the head was a little swollen. the best word I can use to describe it would be "puffy". there wasn't any pain, it just didn't look swell.
continue on a couple days, and now there is still a little bit of that puffiness, but what's concerning me is that, while flaccid, the foreskin (shaft skin? I'm sorry i don't know the right words to make it easier)is kind of rolling over the head of the penis. this is predominantly happening on the top of the penis, but minimally on the sides and bottom as well. If anything, it looks kind of like a circumcision that wasn't finished. To give an idea, at times you can see only half of the head of the penis, and at times more like 3/4's. For the sake of information, the head of my penis normally sits pretty flush with the skin behind it, if not just slightly raised. I don't have the distinct "ridge" created by the head of the penis that most men have.
I guess, if anything, i want to know if there is anything to be concerned about with this. is this abnormal? I will say that there is no real pain associated with it, just the slight discomfort of walking around and feeling that my penis is kind of swallowing itself. I apologize for the length of the posting, and if it seems a little silly compared to what a lot of people are asking about, but I'm out of the country for the next couple weeks, and would just like to get some thoughts on what may be happening and what I may need to do.
