Hypospadias is a common congenital defect wherein the penile opening of the urethra is not at the end but on the underside, rather than at the end, of the penis. Occasionally, the opening is located in or behind the scrotum. It may also present with abnormal spraying of urine or malformed foreskin. Diagnosis is through physical examination and treatment is with surgical repair before 18 months of age. I hope this helps. Take care and best regards.
