It would be better not to apply ice on the testicles unless there is a swelling due to a hematoma (trauma-induced collection of blood).
This is because the direct application of extreme temperatures can cause injury to the delicate structures within the testes.
If you have epididymitis and require pain relief, you can sit in a hot bath for 10-15 min once or twice daily or as often as possible. This will increase blood flow to the pelvis and the testes and will result in clearing out of inflammatory products.
