lumps on base of erect penis

I have 2 large lumps at base of penis only when erect. When flacid I can't find them at all. The lumps seem to be soft and make the circumference at the base of the penis much larger than the rest of the penis shaft. There is no pain or discomfort with these lumps. I suspect they may be swollen glands but don't really know. Any advice would be appreciated.
