Urethral cancer is extremely rare. With a cystoscopy, it is a pretty thorough evaluate for urethral diseases. The definitive test would be a biopsy to ensure it isn't cancer. If this was already done and negative, the I would agree with your urologist and PCP that no further testing is warranted.
