pain in my lower region

im a 23 year old circumsised male and about a year and a half ago i had protected sex after the first few strokes  the condom popped i immedietly pulled out then had unprotected oral sex then about six months later i started to notice a slight tingle almost a pinch at the tip of my penis but im not sure if it has always been there and i feel every 15 to 20 minutes or so upon further examination i also noticed the inside of my penis directly at the tip was  a bit red and irritated ( can't recall if it has always been there or not)and sometimes after masterbation (masturbation) and sometimes when idle the lips of my penis( i don't know the correct term) swell up just a bit on either side sometimes at the sametime sometimes individualy but there is never any discharge,puss,or ozz and it never last long and if i rub it a little it goes back down its been about 7 months since i noticed this and it has never stoped happening since. i got every std test except herpes beacuse the clinic didn't issue the test i'm negative on all fronts except the latter but they took a culture test for the hiv test ...if it were herpes would there be anyway for them to know through the other test?...what could this be?

Most likely that red you notice inside the tip has been like that and it is normal to be that way. No other test can reveal if you have herpes or not. A test to take would be the herpes select, it can determine between type I or type II herpes. Herpes most likely would show itself first as a rash with bumps and  then oozing a week or 2 later. Look at some of the photos on the internet. You can get the test at most walk in clinics. Some do it for free and others charge a minimal amount.  If you are still not sure go back to your doctor and tell him/her that you want to be checked for herpes as well.  It is better to get checked and have to worry day and night about it.
