penis problem.. advice needed

Hi

I have a problem with my penis. When it is flacid it is very small. It retracts a lot and make it even smaller when i excerise and then becomes very sore and the foreskin damages it, an i believe this is the cause for some discoloration and marks on the head as well as under the foreskin. I usually have to stop exercising when this happens  to allow it to unretract (lack of a better word)  

My Question are

1)
I have no problem when it is a more full when flacid, but it is hardly ever like that.  Is there a way to keep it full, do i have some blood flow problem ?

2) I use baby oil and vaseline jelly to keep it from soreness an use this every day, morning and evening and before exercise.
is this safe to use with that frequency?
I usually cannot do without some type of lotion.

To answer your questions:
1) If there is concern about the blood flow, an ultrasound can be done to determine if there is any problems with the arteries supplying the penis.

2) I am not aware of side-effects from long-term use of baby oil and vaseline jelly.  However, to be safe, I would discuss use of this with your personal physician or dermatologist.
