I have had prostate cancer and am impotent. The doctor tells me that I should have an implant as I have tried all other options. He also says that I have blood leakage and that is why I cannot
maintain an erection. I can get one up but not hold it. He says that the

It sound like you are able to obtain an erection but not hold the erection. The vacuum device comes with a set of rings that enables the individual to hold an erection longer, they physically compress the veins that allow the blood to flow out of your penis(the leak). These rings could be used in your situation with or without the vacuum.
For completeness, there are different surgical options that could be explored(as you eluded to), but after radical prostatectomy I would not recommend them as your doctor stated. My only suggestion to find an expert in penile reconstructive surgery in your area would be to call the closest University based hospital system department of urology. You could get a second opinion form there expert.
Therefore, the last solution to your problem should be a penile prosthesis. There are different types and you should look at the different options with your doctor(semi rigid, pump in the scrotum, pump in the head of the penis). It sounds like your doctor has done a full work-up of your problem and is giving you good advice. I wanted you to make sure you tried everything simple before you went with surgery.
