post bcg pain

My husband has been receiving bcg treatments over the past 4 weeks, his second series in 6 months due to recurring bladder cancer.  He is experiencing a lot of pain and urination problems this time.  He was treated with an antibiotic two weeks ago.  He had a bcg treatment yesterday afternoon and had a lot of pain overnight.  He called the doctor today and was prescribed phenazopyridene-200mg and ciproflaxacin-500mg.  He has taken one dose of each.  About 2 1/2 hours ago he took some motrin as he was having pain.  a half hour after taking that he experienced severe pain in his lower left back area and in his penis, the pain in his back subsided, but returned an hour later and has subsided again.  The pain in his penis and lower abdomen continue.  Are these signs of an infection?
