The reading of <0.04 means that the assay the laboratory uses is not sensitive enough to measure that miniscule a level of PSA. This range nonetheless includes "no detectable PSA".
Repeating this test every 6 months is a reasonable course of action to ensure the PSA doesn't rise about this level.
Followup with your personal physician is essential.
