It has been 21 days after the exposure. I dont seem to have any blisters. I believe if symptoms appear they usually appear within 20 dyas. is that correct?

No, it does not sound like herpes infection. When signs of herpes occur, they typically appear as one or more blisters on or around the genitals or rectum. The blisters break, leaving tender ulcers (sores) that may take two to four weeks to heal the first time they occur. Typically, another outbreak can appear weeks or months after the first, but it almost always is less severe and shorter than the first outbreak.

Stress can trigger fungal infection but it is usually accompanied by other factors like immune system, general health, hygiene, contact with fungal infection or infected partners.
Oral course of antibiotics is needed. In addition don’t use any cosmetics on the penis, instead use some topical antimicrobials like Bacitracin or Lotrimin. Also corticosteroids and topical immunosuppressants can be used but they are available under prescription. Also retract the foreskin daily and soak in warm water to clean penis and foreskin. In case the symptoms persist then please consult a urologist/dermatologist for evaluation.
