tight ligament / vein at base of penis

This is a problem i have had for many years but now at 23 finally decided to act upon it. i am unsure if this is related but my penis has a slight curve to the left.i mention this because my problem is what i believe is a tight or short ligament or vein at the base of the penis on the left.the actual physical problem is that it is painful to push the penis when erect down to my right thigh ;it seems to pull on this vein/ligament. this problem is not existing on the other side (hence i generally rest to the left when flacid).
i would be grateful for any information especially if im worrying too much about a common problem with a simple remedy.
