undecending testicles

My grand son is 4months old at present. He was born with bilateral undended testicles. The current Sonography reveal that right testicle has come down with slight hernia effect and left testicle has not moved and is right there in abodomen. What is the right period to wait for the natural decending process? What are the risks involved in surgical intervention? At what age of the child operation is safe? Surgery by Leproscopey is possible or not?
