Measuring wasit/Pant size

I am male, 22, and have been loosing weight for a while.  I was at a size 42 pants, and went down to a 32.  I then krept back up to 34, but was able to get back down to 32.  However, those measurements were always with pants, I didn't actually use a measuring tape.  Recently I measured my waist with a measuring tape and I measured 37".  But my pants say 32... and even a 34 is too large.  What am I doing wrong? Do I go by the measuring tape or the pants?  I'm confused and discouraged.

If you can fit into a size 32 pair of pants, you're fine!
