Pant sizes with weight loss

Hi everyone, I have read how you drop sizes with so many lb. lost. I have lost 18 lbs. and still am in same size. The problem is they fit loose everywhere but the stomach. So basically my pants are droopy. But just right around the waist. Any ideas or has this happen to anyone else? And how much have you lost before you dropped a size?

That's like the opposite of what happened to me. My stomach lost plenty of inches before my thighs went. Some people (even athletes) lose so much weight everywhere on their bodies except for certain areas (ie. the stomach). But, if you lose a little more weight, you might see results in the stomach area.
