i weigh 192, 5'-9.5" high, mostly muscular frame, but gone flabby due to being inactive last couple years. i'm into getting back into my active routines (weights, cycling, etc) as i want to get back into shape. but i'm concerned that if i lose the added weight around my abdomen i'm going to lose more around my face, which is actually kind of thin looking the last 6 months or so.
i normally should weigh about 178 if i was in the shape i was a couple of years ago.

I don't know some people seem to keep a thin face and still put weight on elsewhere and I have seen thinner people with double chins!! -  to me you aren't agressively overweight and I can understand your concerns - I have a thin face and a swollen upper half ( being female that doesn't just include the tummy!!)
I think one can suffer from a type of middle aged spread, which when you don't want to lose weight overall, because a thinner face can make one look older, you need to concentrate on one area - which isn't easy but I think if you look at exercises that will flatten your midriff, rather than a diet which will peel weight off overall.  I have the same jean size I had 20 years ago and my face whilst a little rounder isn't too bad but my stomach area seems to protrude and walking doesn't help reduce it. I find some yoga exercises good, but I am sure there are plently of exercises out there you could do.

Best of luck with it!

You need to review the types of exercise you are doing.  Remember that anaerobic exercise is exercise that doesn't use oxygen. It will build muscle. Oxygen burns fats.  To lose weight you need to do more aerobic exercise.  Anaerobic exercise will build muscle adding weight to the scale because muscle weighs more than fat.  If you are doing alot of abdominal anaerobic exercise, you will build up muscle in the abs, but it will build up behind the fat tissue, increasing the waistline.  Evidence that you are doing anaerobic exercise is in the fact that you are losing weight in the face and increasing the tummy.  You are burning muscle instead of fat to build muscle. It is always lost in the face first, then in the thighs.  You will have a big tummy and thin legs. Slow deliberate exercise is anaerobic, like weight lifting and slow crunchies.  Exercises that make you breath faster like power walking, swimming, tennis, etc. are aerobic.  Only aerobic exercise will burn fat. You need to balance both anaerobic and aerobic exercise to have a good "shapeup" plan.

It happens with age too. The older you get, the more prone you are to having fat around the middle and less in your cheeks. I don't know why that is, but it is a very normal thing.
