gain or lose?

Hi I'm 5'2 and I'm 21 years old.  I would like to weigh 115 but am at 121, I have lost weight I use to be 135. I did lose some boob and butt my measurements are 34,25,37. I would like to get to 115 and measurements to 34,24, and 39 or 40. Any tips? I been eating right and have been doing squats.  Any tips? Is it possible to get those measurements and weigh 115 or do I just need to gain weight?  Help please,  thank you.

A pound is a pound, whether it consists of fat or muscle  i.e. a pound of muscle weighs the same as a pound of fat!!  Muscle is much denser than fat, so a pound of muscle takes up much less space than a pound of fat.

Why do you want such large hips?  That will make you look bottom heavy.

Muscles weigh more than fat so I would focus less on the scale at this point in you fitness and just focus on measurements as it may not require getting to that weight to be where you want to be! I would focus on body sculpting exercises such as Pilates, yoga, Barre or if you are looking for at home workouts, Team Beachbody programs such as T25, Chalean Extreme or Piyo.  Good luck!
