It means what it says - you need to take in less calories, and you need to use more.
I used to have a diet plan, oh, 10 or so years ago ... it basically said that for the first few weeks, just become more aware of exactly what you are eating ... if you eat it, write it. Write it all down - even your cheats.
BE HONEST. If you have a hot fudge sundae, write it. If you have seconds for dinner, write it. If you have another bottle of beer on Saturday night out with the girls, write it.
You will start to see patterns - days of the week (Mondays are high munching days - stress related) (Fridays nites and Saturdays out with friends) times of days (late afternoons and evenings) your choices of calories (are you a sweet freak? or a salt junkie? do you load up on carbs/breads/potatoes?) and eating patterns (do you starve yourself all day and chow down on one humungus meal, or do you graze/nibble all day long?)
These are the things you have to know. You can't change a pattern or way of eating until you know what pattern/way you eat to begin with.
As far as upping the caloric use, excersize. Walking is a good one - park further away from the door at the stores, walk up the stairs at work instead of using the elevator. Even a 15 minute walk after dinner will help.
It doesn't have to be a fast walk - just a walk (to start with)
You can up the speed and distance after you are used to it.
Swimming is another good one - try a membership at the Y ... and for a treat, you can soak in the hot tub afterwards ;)
Neither one of those is too heart-stressful for starters. Check with a healthcare professional before you undertake any major stuff.
Good luck.

Thanks so much for reading my post. I'm sorry to bother you can you explain to me what this means? 1) decrease caloric intake and 2) increase caloric use. I understand that i need to decrease some of the calories i intake daily, then i get confused about caloric use. I really appreicaite your advice thanks soo much :) ... Also I look at myself everyday and for the most part i feel i look the same , rarely i think i see a change.... maybe just maybe there might be a slight change in my arms and my tummy... no bedroom activties for me hahah but i hear that works alot ;) I will start to see how many calories i start my day off... I'm not sure if i will excerise first or eat breakfast

The only way to safely lose weight is to 1) decrease caloric intake and 2) increase caloric use.
You have upped the excersize, which is great.
Now you are discouraged - but there is one little thing you seem to have forgotten -
muscle weighs more than fat.
So, you might have lost fat, but you are increasing muscle, so it seems like you are going nowhere fast.
Some things to look at -
Do your clothes fit differently? You might weigh the same, but you just might have shifted it around a bit.
Can you see a bit of difference in the mirror? Just before or after a shower - alone in the bathroom - take off your robe and look, REALLY LOOK, at yourself. Love handles shrinking or gone? Butt a bit firmer? Legs lookin' hotter? Arms look more toned?
I don't know if you have a significant other, but ask him / her. They might be noticing a difference even if you don't ... and if they think you are a bit hotter, remember ,,, *how do I put this delicately?* ... bedroom activities can also burn calories *wink, wink* lol :)
Good luck, and have fun.
