stubborn fat on thighs

No matter what type of exercise I do, the fat around my thighs will not go away!
When I go to the gym, I run on the tredmill for about 2 hours, varying the speed and incline of the treadmill.  I also use many weight machines for the lower body.  The fat that I am most concerned will not go away is the fat on my inner thighs and under my butt.  I also eat a rather healthy diet for a busy college student and am currently counting calories.  Nothing works.  I feel like I should give up because there is no change.  Other parts of my body looks great because of my exercise plan, but my inner and back thighs still look like a vat of cottage cheese.

Any advice?  What other types of exercise routines should I do?

I recommend trying to lift heavier. There are machines at the gym that target those areas.  I can't remember the names of the machines but the next time i go to the gym I will try to remember to look and tell you. But don't give up :)
