I don't know about any shots but I do know weight training helps a lot. Your arms/ legs will NOT get bigger. You will actually be burning fat

I don't know if any of the shots can target areas or not, but in general, you lose weight from wherever your body feels like losing it from.  Most people lose it first in the last places they put it on.  Toning up your arms will make them look firmer while you are losing the weight.  But unless there is something I don't know about you most likely can't control what places the weight comes off from.
