mixing hcg?

Please can someone eplain how to mix pregnyl and bacteriostatic water? If I were to get 5000iu of Pregnyl and I wanted to mix 25ml of bacteriostatic water to give me 25 doses of 200iu, do I mix 25cc's of the water and mix it in the Pregnyl vial? If I need a separate sterile vial to mix, how do get the Pregnyl in the sterile vial, my understanding is that it is a powder. Please help me
